Work with not running app

Hi.

Thank you for the sample project. Tell me, can I use a bracelet with this code when the app is not running? now I'm doing a project like this, only for another Bluetooth ble device. I can't get the device to send notifications when the app isn't running. The link is kept only in foreground, background. I don't want to use Push notifications. Any ideas?
