feat: Alert when tokens about to expire

New alerts has been added when an user logs in to notify that the user has Api access tokens about to expire.

• If the user is an admin, the user will receive a notification with the detail of the user names that have tokens expiring in the next 7 days with the next structure: The following users have API Tokens that are about to expire within the next 7 days: {listOfUsers}
• If the user is not administrator, the user will receive only one notification: You have API Tokens that are about to expire within the next 7 days. Please review your tokens.
