Unable to Upload Image from Custom Tool Group

Problem Statement
We are facing an issue with one of our content types where an image field is added. A user with the necessary permissions to upload an image from the "Upload Image" option in the browse section is unable to do so, encountering an error message (see attached screenshot). However, the same user can successfully upload images to the same folder via the site-browser page.
Adding the default Search tool to the tool group allows the user to upload images in the same content.
Steps to Reproduce
Log in as a user with permissions to upload images but without the default Search tool. Attempt to upload an image via the "Upload Image" option in the browse section. Observe the error message.

Acceptance Criteria
The user should be able to upload images from the "Upload Image" option in the browse section without needing the default Search tool.
