When editing permissions, (ie role permissions) some hosts have no permission, but they still appear in the list

Problem Statement

• when editing role permissions, in the list appear hosts that have no permissions checked (picture attached)
• this behavior shows up in the 23.10 version also
• although the Apply changes button was used, the no-permissions hosts are still there

Steps to Reproduce

• go to control panel -> roles and tools -> permissions
• select a role
• in the list there will be hosts with no permissions checked

Acceptance Criteria

• hosts without permissions should not show
