Problem Statement

The Announcement Menu needs to open at the same place as the Notifications Menu.

The Announcement Icon should be visible at all times, like the Notification Icon is when you open the Notification Menu.

Steps to Reproduce

Open the Announcements Menu. I'm using a 4k monitor set to look like a 1080p.

Menu location should match the prototype.
