System Version of VS code doesn't let me use wallpapers?

Hello, I had a bug w/ my user version of vscode(after removing some files in my user folder) and decided to reinstall vscode as a system wide version in my programs folder. I have the doki stuff setup in my code json, but it won't update the wallpaper? I'm confused.
