HTML fragment references do not work

I am checking the links in the documentation and none of the fragment references are working.

• Browser: Chrome 41
• OS: Linux / Fedora 20

Sometimes the site scrolls down / up rapidly when you click a fragment, so it is fairly obvious that something is broken.

Once I fix this, I will come back later and recheck the fragment references again to ensure that fragments are correct.
