An error has occurred initializing the VPN

I am trying to use RiseUpVPN and keep getting this error when I try to start it up.

An Error has occurred initializing the VPN: Post http://localhost: 7171/Firewall/stop: dial tcp(::1):7171 Connectex: No connection could be made because target machine actively refused it.

Does anyone have any idea how to fix this? I know there is a similiar stream concerning Connectex but have not found any solutions for this specific issue.
