Add notifications for updates to Starred projects

It would be helpful to get email/rss/etc. notifications for certain hub projects, maybe those that are starred through the web interface. This could work similar to Sibbell.com's github notifications.

Alternatively, is there an API that a 3rd party developer can take advantage of to build this?
