Replace docker scan with docker scout for Security Scanning

docker scan has been replaced by docker scout for quite a while now, the Building Image Best Practices Security Scanning section needs to be updated. Changes in this PR:

• Replace all docker scan commands with docker scout
• Update output results & image of scanning results.
• Update relevant documentation and urls

This will fix issues: #461 #416 #394
