docker pull failure due to connection refusal
Description
docker pull command fails with the following error message
Using default tag: latest
Error response from daemon: Get "https://registry-1.docker.io/v2/": writing response to registry-1.docker.io:443: connecting to 127.0.0.1:1081: dial tcp 127.0.0.1:1081: connectex: No connection could be made because the target machine actively refused it.

Yep same problem here since update to 4.28
i have same problem its not just when pull docker image but also when building docker image when i try tu download packet it can't connect to the repository, at another time when using devcontainer cant push my git repo
its randomly happen but when it happen its either restart docker desktop or quit and start again

Restarting docker desktop program, wsl2, or my whole compute does not fix the issue for me.

After completely reinstalling my Windows OS, WSL2, and docker desktop, the problem is now gone.
For me a restart of Docker fixes it for maybe a day, then I need to restart Docker again.

I had the same issue, and I managed to get the downloads (and also Docker connection) working by enabling the proxy without specifying anything
