Provide openj9 (ibm-semeru-runtimes) based builds

With the change of adopenjdk tomcat misses openj9 builds.

ibm-semeru-runtimes provides openj9 versions, maybe it makes sense to use this as base for the builds.

Any update on this issue? Is any help needed?

Edited to add: The Tomcat versions provided up till recently on OpenJ9 have open CVEs. This issue is blocking us from continuing to work with the provided Tomcat base images. Please see if you can provide Tomcat on Semeru base images.
