[Bug]: Lock edit mode in persona bar

What happened?

You can enable edit mode with the pencil in the bottom of the persona bar but when you click again it should lock the edit mode and turn blue.

In DNN 10 it doens't appear blue

Steps to reproduce?

1. login as admin
2. go to the persona bar
3. enable edit mode
4. click pencil again

Looks like this would be fixed in /Dnn.PersonaBar.UI/admin/personaBar/css/main.css line 652: https://github.com/dnnsoftware/Dnn.Platform/blob/939fb5ad1294d7568f7ab8863ea6efd01e4d2fbf/Dnn.AdminExperience/Library/Dnn.PersonaBar.UI/admin/personaBar/css/main.css#L652

--dnn-color-tertiary should probably be -dnn-color-tertiary-light or some other lighter value?
