Prompt help title missing

The prompt help title is missing, instead it has a placeholder localization:

1. Click Settings => Prompt
2. type 'help', hit enter. see this:

Tested in 9.11, may exist in older versions.

I'm not sure why the existing resx strings aren't being used:

Looks like Prompt_ListServices_Description etc. don't exist at all though, and neither does PROMPT_DEBUGCATEGORY, so should just be a matter of adding those ones to the resx file.
