Add a link to the password change URL

If a user is using "DjangoProject Login", Trac should link to https://www.djangoproject.com/accounts/password_change/ somewhere.

I struggled to find this today. https://www.djangoproject.com/admin/password_reset/ also exists and would be nice to surface.
