Search / maintain skills

Currently it seems that the platform is not up to date with skills, especially in the web3 space, as many skills are not shown. Skills like web3js or hardhat or ethers are missing.

Suggestion: Update the skills database with latest technologies or let users themselves add new skill-tags.
