Update crossbeam-queue 0.2 -> 0.3

This allows users of newer versions of crossbeam to avoid duplicate versions of dependencies, not much else.

This update bumps minimum required Rust version to 1.36.

There are some API changes in crossbeam-queue, mostly massing the returned Results into Options.
