Adds ability for dibi drivers to support deferring parameter substitution to the DB extension layer thus allowing for query plan optimization by db servers.

Thanks for the PR. As you can see by the response, I don't have time for dibi anymore, so I apologize. I don't know if I'll ever get around to it.
