Explore tooling for browsing stable structures

It'd be useful to have tools where developers can, for a canister they have access to, do the following:

1. View the list of stable structures present.
2. Choose any of these stable structures and iterate through them.

I'm imagining this as a CLI tool, and the canister can expose an endpoint for this CLI tool to poll.
