chore: Moving system-stats-tui to the monorepo

This PR moves the system stats tui (originally from the other repo) to the monorepo.

In order to bridge some issues with differences between cargo and bazel I've had to bump chrono. Also there are small differences from the internal repo above:

• split into a library and binary (for easier integration and test management)
• removed colore-eyre
• removed venodered prometheus parser and using the crate
• bumped chrono to 0.4.42 - some helper functions were missing that were present in the other repo
• didn't copy over the README.md, feel free to point out if it is needed
