Bug: Unable to clone Env if cluster unreachable and also env deleted from kubectl

📜 Description

We Unable to clone the Env if cluster unreachable and also if env deleted from kubectl and also unable to delete argo app stuck in progress.

👟 Reproduction steps

1-Create a app from X project in X Env 2- Cluster should be unreachable or Env deleted from kubectl 3- then clone app from X project in X Env 4*- delete argo app which is created in unreachable cluster.

👍 Expected behavior

We are able to clone the Env if cluster unreachable and also if env deleted from kubectl or we can provide proper error message.

👎 Actual Behavior

We Unable to clone the Env if cluster unreachable and also if env deleted from kubectl.
