Bug: Application is showing as hibernated even when pods are running fine

📜 Description

As shown in the screenshot below, app status is shown as hibernating but application's pods are running fine. Also I can not hibernate the application now as according to Devtron application is already hibernated. This specifically happens if hibernation fails due to some reason.

👟 Reproduction steps

1. hibernate any application.
2. immediately refresh the page to cancel context.
3. deployment will fail and scenario will be replicated.

👍 Expected behavior

It should either have shown as hibernation failed or restore pod count should not have appeared as application was not hibernated yet.

👎 Actual Behavior

It doesn't show Scale Pods to 0 button and instead shows Restore Pod Count
