Bug: chart sync job syncing all charts

📜 Description

It bugs out when new chart is added in chart repository. After adding new chart, chart sync job should get triggered and sync versions for only newly added chart but it syncs all existing charts as well

👟 Reproduction steps

add new chart in global configuration -> chart repository

👍 Expected behavior

chart sync pod should only sync newly added chart

👎 Actual Behavior

chart sync syncs all existing + newly added chart
