Device equipment management is deprecated and needs to be removed from the source code.

Device equipment feature is not in use now, and provides unnecessary complexity in code, extends API, and produces pain rather than happiness, lets remove API that allows anyone to manage equipment assigned to device for now. One equipment feature will be required it would not be difficult to add it.
