RFC: ability to update the correct resource JSON file whenever a new link drops in `#resources` channel of our discord server

Feature details?

The flow is like this

• Anyone can drop a link in #resources channel on discord
• Watch this channel for new messages, check if they contain a link or not.
• If they contain a link, figure out which file to add this resource in.
• Create a PR updating the correct file.
• The PR then gets reviewed and merged.
