Implement Arabic / Persian calendar support

Referenced with #1007

Analyze / investigate, how arabic (Hijri) / persians calendars can be supported. (https://files.nyu.edu/smn280/public/ConverterCalendar.html) Customers need ability to set content's date in arabic (current year is 1435) and get date to the grids / forms also in arabic format. Dates can be stored in regular (Gregorian format).
