add support for windows/iis7.5 install

1,web.config for subdir/domain install + exclude static files (css,img,js) from being redirected by the default web.config rules(to index.php) 2,add workarounds with custom mime_type_lib.php to advoid the "fopen()" related errors on windows/iis platform.
