Support for web3js 4

Web3js 4 alpha has been released: https://github.com/ChainSafe/web3.js/releases/tag/v4.0.0-alpha.0.

Even though it's alpha, I think it'd be useful to publish typechain package for it so we can give earlier (alpha) feedback on both web3js 4 and typechain support for it.

I'd also like to update web3 to v4, but this missing functionality is a blocker. Is there a known workaround for this?
