Change shapefiles for coastlines

In the HOWTOs the source for coastlines is "data.openstreetmapdata.com" but this service has moved to https://osmdata.openstreetmap.de/

The shapefile for the high zoom levels is working without changes. The shapefile for low zoom levels has to be tested (different name, maybe different structure)
