[Bug]: Automatic certificate error when setting up domain

Problem description

I'm trying out Deno Deploy for the first time and it seems pretty good, except I can't get the certificate for the domain.

Failed to provision a TLS certificate: Error creating new order :: too many new orders recently: see https://letsencrypt.org/docs/rate-limits/.

I don't think it's about my domain specifically since I haven't set up anything to do with Let's Encrypt recently.

Steps to reproduce

Following the standard process in the dashboard.

Expected behavior

Certificate is provisioned.

Also the "learn more" link there goes to a 404: https://docs.deno.com/deploy/manual/projects#adding-a-domain

I waited several hours and tried again. It finally worked. I'll leave this open since I can't think of a reason why it would have given that error earlier. It may be a bug.

I also ran into this just now, I'll try again in 3 hours! According to the letsencrypt docs it may be related to this:

You can create a maximum of 300 New Orders per account per 3 hours. A new order is created each time you request a certificate from the Boulder CA, meaning that one new order is produced in each certificate request. Exceeding the New Orders limit is reported with the error message too many new orders recently.
