Add details to output-options.user-templates and to x-omitempty tag.

  1. list of output-options.user-templates can be found under https://github.com/oapi-codegen/oapi-codegen/tree/main/pkg/codegen/templates dir.
  2. x-omitempty could be set to false to remove the tag
