Submitted responses not flagged as submitted

We had an issue with the Indaba 2022 applications where 19 responses were not marked as submitted or withdrawn but had a submitted timestamp (and the users received confirmations that they were submitted). Investigate what could have caused this. Perhaps the edit functionality ?
