Each of these need to be updated:

• read the release notes for each updated package, summarizing relevant and potentially breaking changes and changes that we could utilize
• update, making changes to dcrdata's code as necessary to build
• test test test
• any PRs should do the above, and annotate code changes e.g. https://github.com/decred/dcrdata/pull/1365
