No 23.12 armhf.deb , can't install 23.10 on Raspberry Pi OS bookworm

Hi, since there is no package on 23.12 for armhf , I tried installing the 23.10 deb ,but there is a dependency problem with libfmt7 . Debian 12 Bookworm has libfmt9 instead .

Can you elaborate? 24.12 at least builds fine on the old bookworm I tried.
