ibm.proto required_sectors uses a custom range rather than RangeProto

This means the documentation for the required_sectors field in the IBM format is incorrect. Either the documentation could be corrected, or ibm.proto could be changed to use a RangeProto (which technically would still need a documentation update as the path is still wrong).
