About tab news UX improvements

Some improvements to the About tab News list:

For the full list:

• [ ] Some indication that it is loading while it is loading.
• [ ] Reload button to reload the news.
• [ ] Some indication that it failed to load if it fails to load.
• [ ] Scrollable when content extends past bottom of window

For each article:

• [ ] Icon next to each article that's different for at least release, known issue, and other
• [ ] Show date for each article
• [ ] Open in browser button for each article
• [ ] Better visual indication that the article title toggles showing the article
• [ ] Better visual separation between the different articles
