Setting multilevel queues is not valid when configuring capacity scheduler on yarn pages

What happened
当yarn队列设置为capacity时，如果在页面配置多级子队列，由capacity-scheduler.ftl模板转换的配置会将所有队列设置为root下一级队列
What you expected to happen
capacity-scheduler.ftl模板设置错误，没有引用父队列
