Enhancement request: Output chart as static png base64 text encoded data

Add an option to output static charts as png(s) endocde as base64 text. This is useful for adding plots to kml files which will allow text encoded png images (of the chart in this case), but in general will not link to images. An example of this, (not using this plugin), can be seen here.
