Add `Alerts` support to `seqcli`

There's the standard CRUD interactions we could support; creating, editing, deleting alerts. There's also the semantic interactions; suppressing etc to consider. Templates are another.

We would like to have support for Alerts in seqcli. We would use the CLI to create alerts, configure their trigger and add one or more notification channels. Having the possibility to customize the notification channels is a must-have. For example, we use the SMTP Mail application, we need to specify the To Address, Subject and Body properties.
