[DOCS] - JobRuns -- unsupported scenarios

Some scenarios are not yet supported and they should be noted in the docs. These include:

• DLT costs for jobruns
• cancelled tasks for jobRuns (pending update to DBR)
• Costs for DBSQL job executions (i.e. query / dashboard / alert) (pending update to DBR)
• runs that failed to launch -- (i.e. submitRun) it was submitted but a run never began thus there's no runId (key)
• runs submitted with submitRun are ONLY a run and are fully defined as a run -- they will not be present in jobs table
