I believe the issue is that the weights are a function of the training data, which has a non-commercial license and ultimately stems from OpenAI output. That means downstream users need to be careful about how they would use the weights, and why they're not just posted. That said, you can e-mail [email protected] if you're sure you are OK to use the weights; this is mentioned in the blog.
