Files-in-repo for 10.4 LTS not enabling access to workspace

As the name suggests, I pushed the example image for 10.4LTS of the experimental "Files-in-repo" docker image to dockerhub to be pulled from a databricks cluster. The problem is that it's not enabling access to workspace files. If I switch to a standard 11.3LTS then I can access the files. Any idea? Here is the link for the dockerhub image:
