[Feature Request] Add DAB support for adding UC tags on schema and volume resources

Currently the schema and volume DAB resources allow for adding properties, however, adding tags is not supported.

My company has fully transitioned off using properties and are now exclusively using UC tags for adding metadata attributes to catalogs, schemas, tables, and volumes, as is recommended by Databricks. It would be great if we could apply those tags declaratively within the schema and volume resources in our bundle config, just like how we can already apply tags to jobs and pipelines.
