LOLAweb make all reference data available and document local setup

since the universes and regionDBs have outgrown what is in lola vignette data, i think we should consider where and how to make all the reference data (and sample caches) available in one place for users who want to run LOLAweb locally

this should be documented either in root README or apps README

In particular, from where could I download the default mouse universe tiles1000.mm10.bed? The internet does not seem to know about it, and I also could find no reference to in in this repo or in https://github.com/nsheff/LOLA/

Hmm... let me look -- it's around, but I maybe have forgotten to update some of the repositories after making updates to some of the mouse datasets...

If the file has been lost, could you potentially point me to some script you used to create it? Like if it's just a simple tiling of the mouse genome with a fixed bin-size, one could just rebuild it easily I guess.
