SNES multitap doesn't work as part of Game ID config, only in Global config

What is problem? (only list ONE problem per report)

Tested v1.8.1, v1.8.2, and v1.8.3. In all three, when Multitap is set to Slot 2 as part of the Game ID config (for SNES), it doesn't work. If I set as part of Global config, it works: meaning Multitap is enabled and recognized by games like NBA Jam, NHL 94, and Bomberman.

What did you expect to happen?

Multitap should work when enabled by Game ID config.
