DAOS-15133 test: Disable logging raw dmg output by default

Test failures are all known issues:
- NLT errors in 2.4: https://daosio.atlassian.net/browse/DAOS-15416
- test_telemetry_list timeout: https://daosio.atlassian.net/browse/DAOS-15337 (which has been consolidated into SRE-471, about Intel's internal VM slowness)
release/2.4 is closed, so removing gatekeeper for now
Closing this as a new 2.4 release seems unlikely.
