This OS is no longer supported (at least not free support) by Microsoft. Despite that, I cannot think of a reason why this would fail to run for Packet Sender.

Perhaps you could attempt older Packet Sender releases until you find that one that works for you? https://github.com/dannagle/PacketSender/releases

I know that is not ideal, but I simply do not have the resources to test with older operating systems.
