Update ucca and semstr to 1.3

Since both ucca and semstr require spaCy 2.2, which is incompatible with 2.1, all pre-trained TUPA models (trained with spaCy 2.1) will be unusable and need to be re-trained. See #99. FYI @OfirArviv
