Video Codec for embeds will cause jittering?

Not sure if this is client side or an internal issue but, certain videos on my end cause a slight jitter effect This is most notable on videos typically rendered in H.264 with poor interlacing

Here are my specs in case THIS ends up being a client issue:

Ryzen 5 5600
RTX 3060 Lite Hash Rate with Driver Ver 576.88 installed

Same issue here, but only on the Windows client and not on a browser or mobile. So the issue seems to be coming from a client update
