Bug was reintroduced, please check: User with no tokens
Description (what needs to be done) / Expected Behavior
User with no tokens should not be able to submit a proposal, and they should not be able to vote in a proposal (the button should be gray and not clickable).
A user with no tokens should not be able to click on the button to pull up a modal - the "new proposal" button on the Proposals page should should be grayed out and not clickable. And on the New Proposal modal, all buttons should be grayed out and not clickable.
This fixes a bug where they are able to.
Acceptance Criteria
User with no tokens cannot submit a proposal nor see an active button to do so. Same with voting.

When finished, please add Link to the PR or completed Figma / design asset, as a comment to the ticket.
We've moved this check from New proposal button to create proposal button.
